Alexandria, VA – APCO International today announced that Jay English, former Director of APCO’s Communications Center and 9-1-1 Services Department from 2012 through 2016, will be returning to APCO in the newly created position of Chief Technology Officer (CTO).  Mr. English rejoins APCO after serving as Public Safety Program Manager for the U.S. Department of Homeland Security in the National Protection and Programs Directorate in the Office of Cybersecurity and Communications.

Mr. English will begin his new position on November 20, 2017.  As APCO’s CTO, English will lead all APCO technical efforts related to Next Generation 9-1-1, cybersecurity and other emerging technologies. He will be further responsible for implementing strategies stemming from APCO’s recent Project 43: Broadband Implications for the PSAP and developing new business strategies related to all APCO technical services.

English has an extensive background in public safety having previously served as a police officer, firefighter and EMT and serving as the director of two public safety communications centers.  English is a Lt. Colonel in the United States Air Force Auxiliary.

APCO Executive Director and CEO Derek Poarch stated “the APCO International family of elected officers and staff are thrilled that Jay is returning to APCO.  With his well-recognized expertise and experience in public safety communications, cybersecurity and next generation technologies we feel confident that Jay will help lead our association and members well into the future as our CTO.”
