Thales Issues Suppliers Declaration of Compliance for the LibertyTM Multiband Land Mobile Radio

Project 25 CAP Testing Results Now Posted to DHS Responder Knowledge Base

CLARKSBURG, Md., September 16, 2011 – Thales Communications, Inc.announces that it has issued a Suppliers Declaration of Compliance (SDOC) demonstrating that its LibertyTM Multiband Land Mobile Radio (LMR) has successfully completed Project 25 Compliance Assessment Program (P25 CAP) testing for both trunking interoperability and performance.

Trunked interoperability testing was performed at various third-party test laboratories on Motorola Solutions, Harris, Tait/EADS, and Raytheon infrastructure. Performance testing was conducted by the third-party test lab, TIMCO. All testing facilities meet rigorous standards established by the U.S. Department of Homeland Security (DHS).

Communications interoperability is a national priority, but issues still exist between government agencies and first responders. In order to communicate, users have to carry multiple radios, each transmitting over separate and discrete frequency bands. Thales’s Liberty LMR enables multi-agency communications in all of the public safety frequency bands (136-174 MHz, 380-520 MHz, 700 MHz, and 800 MHz) in a single portable radio. It operates in P25 conventional, P25 trunked, and legacy analog modes with Output Feedback Data Encryption Standard (OFB DES), Advanced Encryption Standard (AES), and Over-the-Air-Rekey (OTAR) for secure communications. Mil Spec rugged, the radio is submersible to two meters.

“This assessment process further establishes the capabilities and reliability of the Liberty radio,” said Mike Sheehan, President and CEO of Thales Communications. “We are committed to ensuring that our radio meets critical P25 standards for performance, conformance, and interoperability.”

The P25 CAP is a voluntary program that allows P25 equipment suppliers to formally demonstrate their product’s compliance with a select group of requirements within the suite of P25 standards. The program provides a means of verifying that federal grant dollars are being invested in standardized solutions that promote interoperability for the more than 60,000 emergency response agencies nationwide.

Earlier this year, the Liberty LMR received Factory Mutual Intrinsic Safe certification.

It is manufactured at Thales’s Clarksburg, Md., facilities. The radio and supporting ancillaries are available for purchase through GSA Schedule GS-35L-0001L and DOI contract GSTFMG-BPA-09-0012.
