Request for p-ANI Assignment Information

As a follow up to the notice sent on 6/20/2011, announcing that the FCC approved Neustar’s Change Order Proposal #19 regarding implementation of the permanent Routing Number Administrator (RNA) function on 6/17/2011, we are now requesting that any entity (including wireless, VoIP Positioning Center (VPC), Mobile Positioning Center (MPC), or interconnected VoIP providers) that is using any non-dialable p-ANIs (whether self-assigned or assigned by another entity) report on all of its non-dialable p-ANIS using the Initial Report (Excel format) attached to this notice.

The p-ANI inventory will be initially populated with non-dialable p-ANI assignment data (the Initial Report) received from the existing p-ANI users and the existing p-ANI assignors. The two sets of data will be cross-referenced before any non-dialable p-ANI is made available for assignment, to assure that no number is considered available for assignment if either a user or an assignor believes that it is in use. Any non-dialable p-ANIs not reported will be considered available by the RNA for placement in its inventory of available p-ANIs to assign from.

Please submit only one Initial Report (file) per OCN; if you submit more than one Initial Report (file) using the same OCN, it will override your prior Initial Report submission. When naming your file, use the following file naming convention: “OCN.mmddyyyy”, the date should be the date the Initial Report is submitted. Please send this Initial Report to [email protected] between 10/01/2011-10/31/2011. 

This Initial Report will also fulfill the Annual Report requirement for the current reporting period per the ATIS INC P-ANI Administration Guidelines.

All entities will be required to submit a second report between 3/1/2012- 3/9/2012, of any activity that occurs between when the Initial Report was filed in October and the date the second report was filed. 

We will provide additional information and reminders as we move toward these dates. Below is additional information to assist you with completing this report.

  • NENA ID 1 is defined as a 3-5 character identifier that distinguishes the entity providing voice service (e.g., Wireline, Wireless, VoIP, PBX, etc.) to the end user.  The company identifier registry is maintained by NENA in a nationally accessible data base.
  • OCN is also known as an Operating Company Number and is defined as a four-place alphanumeric code that uniquely identifies providers of local telecommunications service. OCN assignments are required of all SPs in their submission of utilization and forecast data (FCC 00-104 ¶ 41 and Public Notice DA 00-1549).  Relative to CO Code assignments, NECA-assigned Company Codes may be used as OCNs.  Companies with no prior CO Code or Company Code assignments contact NECA (800 524-1020) to be assigned a Company Code(s).  Since multiple OCNs and/or Company Codes may be associated with a given company, companies with prior assignments should direct questions regarding appropriate OCN usage to TelcordiaÔ Routing Administration (TRA) on 732-699-6700.
  • FCC PSAP ID (Federal Communications Commission Public Safety Answering Point (PSAP) Identification Number) is an FCC-assigned identification number that is used to identify a PSAP on the FCC PSAP Registry (www.fcc.gove/pshs/services/911-services/ehnanced911/psapregistry.html). 
  • In Use is defined as a p-ANI that has been provisioned in the serving E9-1-1 network and is being used for emergency communications purposes with the appropriate PSAP.
