Federal regulators are set to reveal their plan for an overhaul of the $8 billion fund that subsidizes phone service in rural areas and for the poor, with the goal of redirecting the money toward broadband expansion. The Federal Communications Commission is also preparing to disclose new rules for the byzantine system that governs how phone companies pay each other for phone calls. It’s a system that, virtually everyone in the industry agrees, is outdated and leads to perverse schemes by carriers to stimulate certain kinds of phone traffic.

WASHINGTON, D.C. – Aug. 23, 2011 – The magnitude 5.9 earthquake in northern Virginia once again underscored the critical need for allocating the D Block spectrum and funding to public safety to build a nationwide interoperable broadband network, announced APCO International. This moderate earthquake, which was felt from North Carolina to Toronto and beyond, demonstrates why first responders need a nationwide interoperable network. FCC Adopts Initial Rules for a Nationwide Interoperable Public Safety Broadband Network
The Commission adopts an initial set of rules necessary to ensure the development of a nationwide interoperable public safety broadband network. The establishment of a common air interface for 700 MHz public safety broadband networks will create a foundation for interoperability and provide a clear path for the deployment and evolution of the nationwide network.
