Interoperability is the ability of public safety service and support providers—law enforcement, firefighters, EMS, emergency management, public utilities, transportation and others—to communicate with staff from other responding agencies, to exchange voice and/or data communications on demand and in real time. Project 25 was established to create and promote voluntary common system standards for digital public safety communications. This presentation will describe the need for the standard, explain the basic elements of P25 and how it works, and outline the benefits derived from its implementation. P25 will:
- Ensure competition in system life cycle procurements through open systems architecture;
- Allow effective, efficient and reliable intra- and interagency communications;
- Provide enhanced functionality and capabilities with a focus on public safety needs; and
- Improve radio spectrum efficiency
Speaker: Chris Kindelspire, Director of Electronic Ops, Grundy County Emergency
Chris Kindelspire is director of electronic operations for the Grundy County Emergency Telephone System Board in Morris, Ill. He is responsible for all voice and data communications infrastructure in the county, including 800 MHz trunked simulcast, VHF/UHF conventional and microwave connectivity, radio consoles, E9-1-1/telephony systems, CAD/RMS/mobile data and firehouse station alerting. He is the project manager for the construction of the new 9-1-1 facility. He is a member of both 700/800 MHz Regional Planning Committees (RPC) for Regions 54 and 13. He received the APCO Illinois Technician of the Year Award in 2008. He has also been in the fire service for more than 20 years and is an APCO AFC advisor for Illinois.
